Preheat oven to 425 degrees.
In a large saucepan, add butter and onions. Cook on medium high until onions are golden brown. Add flour to make a paste. Slowly add in the broth and flour. Stir until thickened to a gravy-like consistency. Add in pepper to taste.
Once the consistency is right, add turkey and mixed vegetables. Pour the mixture into a square baking dish or casserole dish. Bake uncovered in the oven for 25 minutes.
Add the rolls on top and bake according to the directions on the package. Sometimes the bottoms of the rolls don't cook all the way through if they are close together. To avoid that, you can cook the rolls separately on a pan and add on top afterward.
This is a recipe I grew up on. It can be made with chicken or turkey and was my favorite "let's get rid of the leftovers" recipe, especially after three days of turkey sandwiches for lunch and dinner.
